Before my ISP provided usegroups I was using Goggle Groups.
Now the problem is, I posted a question to a newsgroup using my outlook
express. I never received a reply so I thought I would check the same
group
at Goggle and there was a reply to my question.
Why didn't the reply show-up in my outlook express? When I hit the
'Synchronize' button it downloads new messages but when I check Google
days
later and compare the post, there are some missing.

If you have antivirus software, then this is the first place to
look. Your AV might be filtering out some of the newsgroup
posts in OE. Also, your ISP might be filtering out some of
the posts as spam. If all else fails, try checking the filtering
settings in OE, which you can adjust yourself.

You make me happy!--
When I'm not with you,
I often look forward to
When I can be with you.
This, friend 'n lover true,
This! makes me happy.

Another possibility is that OP's ISP simply has a very poorly
administered news server which loses a lot of postings. OP might try
signing up for a free account at individual.net and see if the posts are
showing up there. <http://www.individual.net/>
